    Africa's Debt: Freeze, Forgive or Forget?

    What official debt relief means for companies, currencies, economies – and moral hazard

    Most of Africa spends more on servicing debt to wealthy countries and investors than on healthcare. Few would argue such imbalances demand radical change. But with some rich-nation and African lawmakers agitating for “extensive debt forgiveness,” many worry about unintended consequences – not least the impact on Africa’s future access to global capital markets, rewarding fiscal largesse and sending a green light to state capture and corruption.

    So, what is the solution? What are the lessons from relief provided after the global financial crisis and the HIPC initiative? What safety nets and assurances are necessary for debt relief to bring long-term benefits? What action beyond debt relief would best serve Africa in its battles against Covid-19 and unprecedented economic threats? And how does China – accounting for more than a third of African debt – factor in all of this?
